Raffle Rules of Play & Oversight
Lake Monticello Volunteer Fire Dept. & Rescue Squad, Inc.
The following rules of play and oversight pertain to a “Seven Night Stay in a Two Bedroom Condo at Southbeach Resort in Myrtle Beach, South Carolina.”
The prize was donated to Lake Monticello Volunteer Fire Dept. & Rescue Squad, Inc. (“LMVFR”), courtesy of a community member in Palmyra, Virginia. The donor requested that a raffle be conducted and the prize awarded to the raffle winner.
Below are the rules of play and oversight information.
1. Scope and Purpose of Raffle
Eligibility
- Participants must be 21 years of age or older to purchase a ticket or win a prize.
- LMVFR officers, board members, and individuals directly involved in conducting the raffle are not eligible to win.
- By purchasing a ticket, participants agree to abide by these rules.
Tickets
- Tickets cost Twenty-Five Dollars ($25.00) each.
- Three Hundred (300) tickets will be printed and offered for sale. Tickets will be printed with individual numbers from 001 through 300.
- Anticipated gross receipts for the raffle will be $7,500.
- Tickets are non-refundable, non-transferable, and valid only for the announced drawing.
- Each two-part ticket is pre-numbered
- Once purchased, the purchaser keeps one part and LMVFR keeps the other and enters it in the drawing.
- The purchaser’s portion contains:
- LMVFR’s name, street address, and telephone number
- LMVFR’s website URL
- LMVFR’s Virginia Gaming Permit Number
- Drawing date, time, and location
- Prize description, including the travel dates, location of the property, accommodations, and prize value.
- LMVFR’s portion contains:
- Purchaser’s name
- Street address
- Telephone number
- Email address
Ticket Sales
- LMVFR officers, board members, and the members of the LMVFR Auxiliary will sell tickets to the public.
- No active LMVFR or Auxiliary officers, board members, or members are eligible to purchase tickets or win the prize.
- If all tickets are not sold, the drawing will occur as planned and the remaining tickets will be collected and maintained along with the bingo records for LMVFR, in accordance with Virginia Department of Agriculture and Consumer Services, Charitable Gaming Regulations (VDACS).
- The money from the sale of raffle tickets will be controlled and accounted for by the LMVFR Treasurer, Ed Braniff.
- Ticket sellers are members of the LMVFR Auxiliary and will be issued tickets in 25-ticket bundles.
- Ticket sellers are responsible for returning to Treasurer Ed Branniff $25 for each ticket sold and any unsold tickets by 4:00 pm, Friday, January 9, 2026.
3. Prizes
- The raffle prize is described as follows:

Prize Valued at $2,800
- Prizes cannot be substituted or exchanged for cash.
- Winners are responsible for any applicable taxes or fees.
4. Drawing Procedures
- The raffle drawing will take place on Friday, January 9, 2026, at 6:00 PM, at Lake Monticello Fire Dept. & Rescue Squad, Inc., 10 Slice Road, Palmyra, Virginia, 22963.
- The drawing will be conducted by LMVFR Auxiliary Officers.
- The drawing will be conducted publicly, using a rotating ticket drum.
- LMVFR Auxiliary President and Vice President will use the drum to mix the raffle tickets.
- A member of the public will be drafted to pull tickets from the drum one at a time.
- Four (4) tickets will be drawn and labeled as follows:
- Winner
- 1st Runner Up
- 2nd Runner Up
- 3rd Runner Up
- The presence of the winner is not required to win.
- The winning number will be announced at the event and posted on Facebook and on the organization’s website.
5. Winner Notification & Prize Claim
- The winner will be notified using the contact information provided on the ticket.
- The prize must be claimed within 14 days of the drawing date.
- If the prize is unclaimed within 14 days, the 1st Runner Up will be notified. If unclaimed after another 14 days, the 2nd Runner Up will be notified. If unclaimed after another 14 days, the 3rd Runner Up will be notified. If unclaimed after a final 14 days, the prize becomes the property of LMVFR and will be used in accordance with its charitable mission.
6. Oversight & Compliance
- This raffle is conducted under VDACS Charitable Gaming Regulations.
- The raffle is managed by the Raffle Oversight Committee of the Lake Monticello Fire Dept. & Rescue Squad Auxiliary.
- The committee is responsible for:
- Safeguarding tickets and funds
- Supervising the ticket sales and drawing process
- Verifying winning tickets
- Ensuring compliance with financial and legal requirements
- The Lake Monticello Fire Dept. & Rescue Squad Raffle Oversight Committee members are:
- Ed Braniff, LMVFR Treasurer
- Diane Moore, Auxiliary President
- Jennifer Campbell, Auxiliary Vice President
- Carol Sorber, Bingo Manager
- Jean Shore, Bingo Manager
- A financial record of ticket sales, expenses, and prize distribution will be maintained and filed with VDACS, as required.
- Winning tickets, unsold tickets, and raffle materials and records shall be maintained for three years following the close of the fiscal year.
7. Advertising
- LMVFR will advertise the sale of raffle tickets on Facebook, in the Fluvanna Review (a local newspaper), and on the LMVFR website.
- Each advertisement will include the LMVFR website URL.
- The LMVFR website will display a copy of these rules.
8. Proceeds
- Proceeds from the sale of raffle tickets will be collected in cash or by check.
- The proceeds from the sale of raffle tickets will be deposited into the LMVFR Auxiliary’s bank account, accessible only by the LMVFR Treasurer and Auxiliary President & Vice President.
- The LMVFR Treasurer will provide an accounting of ticket proceeds and deposits for each month of November and December 2025, and January 2026.
- The proceeds from the raffle will be reported to VDACS, as required.
- All proceeds from the raffle will support the Lake Monticello Fire Dept. & Rescue Squad, Inc. and will not be used for the private benefit of any individuals.
